NOTICE OF FUNDING AVAILABILITY

Grants for the Enhancement and Dissemination of the
District’s Standards and Specifications for Erosion and Sediment Control

The District Department of the Environment (“DDOE”) is seeking eligible entities, as defined below, to update and expand the 2003 District of Columbia (District) Standards and Specifications for Soil Erosion and Sediment Control (ESC), and to develop public outreach materials, trainings, and case scenarios.

Obtaining text of the RFA:  The full text of this Request for Applications (RFA), and the three required attachments, are available as links at the bottom of this page.  Additionally, a person may obtain a copy of this RFA by any of the following methods:

Email a request to [email protected]   with “Request copy of RFA 2015-1502-WPD” in the subject line;

Pick up a copy in person from the DDOE reception desk, located at 1200 First Street NE, 5th Floor, Washington, DC 20002.  Call Julienne Bautista at (202) 299-3345 to make an appointment and mention this RFA by name; or

Write DDOE at 1200 First Street NE, 5th Floor, Washington, DC 20002, “Attn: Julienne Bautista RE:2015-1502-WPD” on the outside of the letter.

The deadline for application submissions is 4/20/2015 4:30 PM, Five hard copies must be submitted to the above address and a complete electronic copy must be e-mailed to [email protected].

For additional information regarding this RFA, please contact DDOE as instructed in the RFA document, at [email protected]. Should a potential applicant ask a question on a weekend or holiday, that question will be received and responded to within 24 hours or the next business day.

Questions & Answers

Q: Is revision of the Standards and Specifications limited to technical updates, or should we assume that graphics will need to be produced for all standard details (to replace the current scanned graphics)?
A: The revision of the Standards and Specifications will require improving the graphics and standard details in addition to the technical updates.

Q: What format is the 2003 Standards and Specifications document currently available in (e.g., Word with graphics as separate files)?
A: The 2003 Standards and Specifications document is only available in Adobe Acrobat PDF.

Q: Does the 15 page limit apply to the project summary, detailed description and the applicant description? Do resumes, the cover sheet and required attachments count towards the limit?
A: The 15 page limit only applies to the project summary, detailed description and the applicant description.  Resumes, cover sheet and required attachments do not count towards the 15 page limit.

Q: Is the $150K budget for the entire project, or is this just the portion that has been secured for the current fiscal year?
A: The $150K budget is for the entire project which must be completed within one year from the date of the award.

Q: On page 24, the first sentence of Output 3 states,  “Manage the process and content for the public review and public comment on the Rule and any proposed changes.”  Should this say “Standards and Specifications” instead of “Rule”?
A: The correct statement should read as follows:  “Manage the process and content for the public review and public comment on any proposed updates to the 2003 Standards and Specifications for Erosion and Sediment Control.”
