Request for Applications - Low Income Weatherization Assistance Program for Fiscal Year 2014

The District Department of the Environment (“DDOE”) is seeking nonprofit organizations or government agencies to help low income District residents cope with rising energy costs, by purchasing and installing audit-recommended energy measures to low income district residents.

The full text of this Request for Applications (RFA), and the required attachments are available as links at the bottom of this page. Additionally, a person may obtain a copy of this RFA by any of the following methods:

  • Email a request to [email protected]  with “Request copy of RFA 2013-11-WAP” in the subject line;
  • In person by making an appointment to pick up a copy from DDOE's offices at the 5th floor reception desk at the following street address (call LaWanda Jones at (202) 671-1757 and mention this RFA by name); or
  • Write DDOE at 1200 First Street, N.E., 5th Floor, Washington, DC 20002, “Attn: Request copy of RFA 2013-11-WAP” on the outside of the letter.

Application Conference: Thursday, August 15, 2013 10:00 am, at 1200 First Street, N.E., 5th Floor, Washington, DC  20002.

The original deadline for application submissions was 8/30/2013, at 4:30 p.m. The amended application deadline is 9/09/2013, at 4:30 p.m.  Five hard copies must be submitted to the above address and a complete electronic copy must be e-mailed to [email protected].

Grant Performance Period: 10/1/2013 through 9/30/2014.

Questions & Answers

Q:  Can the University of the District of Columbia submit an application for this RFA since they are both a government agency  and a nonprofit?
A:  Eligibility entities  are listed in Section 1.6 of this RFA .   Government agencies and Nonprofit organizations with the IRS designation of 501 ©(3)and 501 ©4 are eligible entities.   Either entities must already have established a partnership with contractors in order to provide licensing, bonding and insurance documentation to meet the requirements for the District of Columbia.  

Q:  The RFA shows that funding for this Activity is only from US Department of Health and Human Services and US Department of Energy are these the only two funding sources for this Activity?
A: The RFA is funded through three (3) funding sources, The US Department of Health and Human Services, US Department of Energy and the District of Columbia’s General Fund.
