DDOE INCREASES ENFORCEMENT EFFORTS FOR SIGNAGE REQUIREMENTS FOR PROJECTS REQUIRING EROSION AND SEDIMENT CONTROL PLANS

WASHINGTON, DC, June 12, 2015—The District Department of the Environment announced today that it will increase its enforcement efforts for the requirement that all construction projects requiring soil Erosion and Sediment Control (ESC) plans must post a District-approved sign that notifies the public to contact the District Department of the Environment (DDOE) in the event of erosion or other pollution from the site.  Tips from the public about erosion and related problem help DDOE to protect  the District’s natural resources by identifying and correcting sites that are causing erosion and/or discharging sediment to local waterbodies.

This is a requirement of the 2013 Rule on Stormwater Management and Soil Erosion and Sediment Control (2013 SW Rule) which calls for the prominent posting of a sign that:

  1. Is in plain view of and readable by the public at a distance of twelve feet (12 ft);
  2. Placed at each entrance to the site or as directed by DDOE; and
  3. Provides contact information identified by the Department, including phone number, e-mail address, and 311 mobile app.

DDOE has updated the Soil Erosion and Sediment Control Plan General Notes to outline the design elements for the sign based on the requirements of the 2013 SW Rule. A PDF copy of the general plan notes and the sign are provided at DDOE Soil Erosion and Sediment Control.

A limited number of pre-printed signs are available at the Department of Consumer and Regulatory Affairs and will be issued at no charge with approved Soil Erosion and Sediment Control plans on a first come, first served basis. The SW Rule and related resources are available at 2013 Stormwater Management Rule and Guidebook.
