NOTICE OF FUNDING AVAILABILITY
Grant for Completing and Communicating a Comprehensive Energy Plan for the District of Columbia
DDOE is seeking eligible entities, as defined below, to assist DDOE and other District policymakers with completing a Comprehensive Energy Plan (“CEP”) that specifies policies, programs, and technologies that will be necessary to address the District’s goals and priorities, and identifies barriers that would prevent their adoption.
An informational presentation/conference call and opportunity for questions and answers will be held on Monday, June 8, 2015 from 11:00 am to 12:00 pm at DDOE headquarters located at 1200 First Street, NE, 5th Floor, Washington, DC 20002. The call-in number is 1-877-730-3868, and the conference code is 7706597.
Obtaining text of the RFA: The full text of this Request for Applications (RFA), and the three required attachments, are available as links at the bottom of this page. Additionally, a person may obtain a copy of this RFA by any of the following methods:

The deadline for application submissions is 6/30/2015, at 4:30 p.m. Five hard copies must be submitted to the above address and a complete electronic copy must be e-mailed to [email protected].

Questions and Answers:
- Q: When will the project start approximately? RFA does not clearly state the start date of the project. Assuming that it will start 2 months after the due date (June 30th), the project will start in September 1st. RFA states that the project will continue for 12 months.
A: The project will start upon issuance of grant award to the winning applicant, which could be as soon as three weeks after the application due date or as late as two months after the application due date.
- Q: Part of the project will be completed in 2016. Only 2015 budget is available for this project as RFA says. Could 2015 budget be extended for use in 2016?
A: The project will last for at least twelve months. Funds for Fiscal Year (FY) 2015 are available now and must be spent before September 30, 2015 and FY 2016 (October 1, 2015 through September 30, 2016) funds have been included in the agency’s proposed budget – and would be available upon its approval.
- Q: Will the grantees be responsible for design of the final CEP?
A: Yes, grantees should provide graphics, design, and layout for the final CEP. Note that DDOE reserves the right to add to or change layout and graphs prior to release.
- Q: Will DDOE be responsible for the ultimate web presence of this document, or are grantees responsible for designing a strategy for the web presence of the final CEP?
A: DDOE will publish the draft and final CEP and keep it updated on our EnergySmartDC website.
- Q: Will the CEP report and all its supporting documents be available in their native, modifiable formats?
A: Yes, the current draft of the CEP can be provided in a modifiable format to the grantee. -
Q: Can you give some guidance on desired relative effort emphasis between: (a) Rewriting the CEP document; (b) New technical and implementation ideas; and (c) policy analysis and policy recommendations?
A: The three factors identified are integral parts of a whole. The old draft contains valuable technical information that will be useful for the new draft. DDOE seeks a new draft with proven and/or transformative approaches to accelerate energy savings, increase the use of locally generated clean and renewable energy, enhance system resiliency, and support economic development. An articulation of energy goals that are aligned with the District’s priorities and explanations for how each recommended policy/program action contributes to meeting the CEP goals are key components of what DDOE seeks. DDOE does not seek a mere editing of the old draft.
