Bloomingdale Sewershed Rebates

Rebate Incentives   |   How It Works

This program offers eligible residents located in the Bloomingdale sewershed special incentives to reduce stormwater runoff. The goal of the program is to help prevent the severe flooding that the Bloomingdale and LeDroit Park neighborhoods have experienced in recent years.

Background

During rain events, stormwater from rooftops, driveways, and yards flows into streets and the sewer system. In most combined sewer system areas, heavy rainstorms cause increased flows of stormwater to mix with sewage and overflow directly into local waterways. However, in low-lying areas such as Bloomingdale and LeDroit Park, the sewer system is too small to accommodate intense storms and the overflow can back up into streets and homes. Permeable pavement and vegetation keep stormwater on properties to reduce runoff, overflows, and flooding.

Eligibility

This program is available for single-family homes, condominiums, co-ops, apartments, locally-owned businesses, and houses of worship within the Bloomingdale Sewershed. Portions of several District neighborhoods (including Bloomingdale, LeDroit Park, Cardozo/Shaw, Columbia Heights, Pleasant Plains, and Logan Circle) are located within the boundaries of the Bloomingdale Sewershed.

Rebate Incentives

Pervious Pavers

Impervious surfaces removed and replaced with pervious pavers are eligible for a $10/sq. ft. rebate.

To qualify:

  • A minimum of 100 square feet of impervious surface must be removed and replaced with pervious pavers;
  • Pervious paver area must receive stormwater from a downspout or rain barrel/cistern overflow;
  • Installation must be completed by an PCIP certified contractor; and
  • Projects must be installed between Oct. 1, 2015 and September 21, 2016 to receive rebate funding.

Impervious Surface Removal

Impervious surfaces removed and replaced with vegetation are eligible for a $5 per sq. ft. rebate. Existing soil must be tilled and mixed so that it is no longer compacted, as well as vegetated (garden, sod, seed/straw). Stormwater received from a downspout or rain barrel/cistern overflow is preferred, but not required. Homeowners may perform work or hire a contractor.

To qualify:

  • A minimum of 200 square feet of impervious surface must be removed and replaced with vegetation (garden, sod, seed/straw); and
  • Projects must be installed between Oct. 1, 2015 and September 21, 2016 to receive rebate funding.

How It Works

The 2016 Bloomingdale program is administered by the Alliance for the Chesapeake Bay (the Alliance) on behalf of DOEE. Funding and materials are limited so rebates are awarded on a first-come, first-served basis. Rebates are limited to one per property. Property owners who have already received a RiverSmart Homes grant are eligible for rebate funding; however, grant and rebate projects cannot be combined. Projects that have already been installed can receive rebate funding provided there is proof the project was installed between October 1, 2015 and September 21, 2016 and the project meets all program requirements. Rebate Process

Before Construction Begins

  1. Confirm that your house or building is located within the eligible area.
  2. Determine project type (pervious paver or impervious surface removal) and location.
  3. Review the Bloomingdale Rebate Program Homeowner Guide and Rebate Application Packet.
  4. Perform a perc test. A perc test worksheet is a part of the Rebate Application Packet.
  5. Select a contractor or determine the equipment you will need if you will be performing the work yourself.
  6. Submit the Rebate Application Packet, including a site design, estimated invoice, Perc Test Worksheet, Rebate Maintenance Agreement, and pre-construction photos to Sarah Davidson at the Alliance via email ([email protected]) or mail to: 501 Sixth Street, Annapolis, MD 21403.
  7. Schedule a pre-construction inspection with DDOE or the Alliance.  Construction may begin after approval is granted after the pre-construction inspection. The project must be completed within four months of the notification that pre-construction approval has been granted.

After Construction is Complete

  1. Notify Sarah Davidson ([email protected]) at the Alliance that construction is complete.
  2. Submit post-construction photos of project site, final invoice, and a Project Alteration Form if any changes to the original design occurred.
  3. Schedule a post-construction inspection with DDOE or the Alliance.
  4. Expect to receive a rebate reimbursement check in the mail four to six weeks after post-construction approval.
