District Buying Power

Let the District's buying power lower your energy costs.

Over the past decade, energy choice and energy savings have been available for businesses, but questions remain. Who do I buy from? When do I buy? For how long do I lock in a contract? Is there a better deal?

Most customers tell us that “I want a good deal, I don’t want to have to think about it and I need to spend my time on running my business.”

District Buying Power is your solution. Join the purchasing power of the District Government and the DC business community to get the best available pricing and contract terms. Never have to worry again about the energy markets and what deal to choose… District Buying Power will provide everything you need.

The District Government has partnered with Albireo Energy to create and operate District Buying Power. The program is modeled on the long-term successful city endorsed programs, Boston Buying Power and Philly Buying Power, which have operated for 10+ years in those cities.

How Does It Work?

Enroll online ( or contact our team by phone at 855-521-8780. You will need the most recent copy of your electric and/or natural gas invoice(s) and any energy supply contracts that you have tied to those account(s). Once you have executed the online contract, you are enrolled in District Buying Power and no longer have to worry about future energy contract details. The process is simple, effective, and managed by energy experts.

Who Can Enroll?

Any business account is eligible to participate — whether your business is commercial, industrial, governmental or non-profit. While multifamily accounts are often eligible, the program does not support individual residential accounts.

What Happens Now?

When you complete your enrollment, District Buying Power will start monitoring your account(s) and building a buying group. You will need to honor any existing contracts that you have, but District Buying Power will start representing your business immediately. You will receive the EnergyScorecard, UtilityModule and access to all the programs offered (energy benchmarking, green products, efficiency products, etc.).

How Do Buying Groups Work?

Albireo Energy has formed and operates energy buying groups throughout the country for public and private efforts. When you execute your contract, you are committed to a large database of eligible accounts and our systems will optimize your buying group and bring you to auction when the time is right. Our team monitors market conditions, supplier networks, products and services, as well as the aggregation makeup, to find optimal times to buy energy. When we execute on the best day, with the best group, and at the best deal, you receive your own supplier contract and next cycle the process starts all over again. You don’t need to do anything more… just enjoy the benefits.

What If My Business Is Outside of the District?

While the District Buying Power program is intended for District businesses, any business is eligible to join, whether in Maryland, Virginia, or any other deregulated state. Your account(s) will be in different buying groups, specific to that market, but Albireo operates aggregations in all markets and will include you accordingly.

What If I Want These Services But Not Be in a Buying Group?

If your business is large enough to be a stand-alone purchase, District Buying Power can still help. We serve colleges, hospitals, industrials, large office buildings and many other accounts that operate outside of the buying groups. We will be happy to speak with you about a custom offering.

What Else Do I Need To Know?

The most important thing to know about energy choice is that guaranteed savings do not exist. The energy markets are quite volatile and trade in dramatic swings. It is impossible to predict that you are buying at the low point, buying cheaper than utility rates, or couldn’t have gotten a better deal under any condition. Don’t let anyone tell you differently.

The District Buying Power benefit will be in knowing: (1) your costs as a business owner; (2) that you got the best deal available at that time; and (3) that your account(s) are being professionally managed and opportunities to reduce your rates will not be missed.

Other Than Lowering Proicing, What Else Do I Get For My Business?

Utility Module is an online dashboard that has helped customers manage their energy spend since its release a dozen years ago. You can track expenses, create budgets, set alarms, download reports and manage your energy spend the way you do other business expenses.

Energy Scorecard is a monthly email that will keep you updated on all the key metrics of your utility accounts. You will see performance to date, contract status, market information and be able to quickly jump into UtilityModule if you need a deeper dive into the data.

Energy Benchmarking may be a current requirement for your business or will be coming soon. Our systems will help you stay in compliance, avoid potential fines and use the information to lower your energy costs.
