This page contains all regulations and guidance documents pertaining to the District benchmarking program. On January 18, 2013, DOEE published a final rulemaking in the DC Register. The rulemaking was accompanied by a set of guidance documents, published online here. These provide additional technical details that needed for full compliance with the District’s benchmarking requirements, and instructions for the adjustments being made to the program for its initial year. The set of guidance documents also include several optional forms for requesting tenant information that building owners and managers may find useful. DOEE has also produced a comprehensive Frequently Asked Questions (F.A.Q.) document. DOEE has continued to updated the guidance documents; guidance documents were last updated on February 7, 2018.
The Data Collection Worksheet guidance document for 2014 data contains the following changes:
- Whole-building electrical data is required for all utilities.
- Information on Pepco’s new Resource Advisor tool, which allows customers to automatically load electrical energy data into Portfolio Manager.
- Multifamily is now an ENERGY STAR ratable space type.
Updated for 2015: The DC Building Energy Benchmarking informational flyer has been updated with new information regarding the Benchmarking Help Center, now run directly through the DOEE.
