Stormwater Retention Credit Trading Eligibility Requirements

Only properties in the District of Columbia are eligible to generate SRCs and use them to meet retention requirements. However, anyone may buy SRCs regardless of their location. Specifically, agents acting on behalf of market participants, credit aggregators, and other buyers may be based outside of the District.

Properties eligible to purchase SRCs to meet retention requirements:

  • Meet the definition of “major land-disturbing activity” or “major substantial improvement activity” in the District’s stormwater regulations
  • Achieve 50% of their stormwater retention volume onsite before using SRCs to meet an off-site retention volume
  • Demonstrate that achieving the 50% requirement is either technically infeasible or environmentally inappropriate, and therefore require SRCs to achieve their full stormwater retention volume

Properties eligible to generate SRCs:

  • Design and install practices according to DDOE-approved Stormwater Management Plans
  • Propose practices that exceed the property’s retention requirements or existing retention capacity and are below the SRC ceiling (see figure below)
  • Finalize construction before generating SRCs and maintain the practices by passing post-construction and ongoing maintenance inspections
  • Provide maintenance contracts or agreements or document the expertise and ability to maintain the BMPs
