The purpose of the potential studies is to provide data and information regarding the energy efficiency, demand response, and renewable energy measures that have the greatest potential savings and are the most cost-effective to install. The potential studies assessed the technical, economic, and achievable potential for electric and natural gas energy efficiency, demand response, and renewable energy programs to assist policy makers with developing a Comprehensive Energy Plan for the District of Columbia. All results were developed using customized potential assessment models and District-specific cost effectiveness criteria, including the most recent District-specific avoided cost projections for electricity and natural gas. The data used for the potential studies were the best available at the time the analyses were developed.
