Memorandum of Understanding

In July 2020, Washington, D.C. signed a Memorandum of Understanding (MOU) with 15 states in a commitment to phase out fossil fuel-burning medium- to heavy-duty truck and bus sales by one hundred percent by 2050, with a target for 30 percent of new truck and bus sales to be zero-emission by 2030. Since then, two more states and a Canadian province have signed on to the MOU.
The other states that have signed onto the MOU include California, Colorado, Connecticut, Hawaii, Maine, Maryland, Massachusetts, Nevada, New Jersey, New York, North Carolina, Oregon, Pennsylvania, Rhode Island, Vermont, Virginia, Washington, and the province of Quebec. The MOU is the largest-ever multi-state collaboration to address air pollution from the transportation and heavy-duty sector.
In July 2022, the multi-jurisdictional workgroup released its Final Action Plan. This work encompassed the impact of many months of research and listening sessions with technological experts, affected communities, and other stakeholders. The Action Plan focuses on near-term strategies and includes more than 60 recommendations for state policymakers to promote the rapid, equitable, and widespread deployment of MHD ZEVs, including:
- Sales and fleet purchase requirements;
- Vehicle and infrastructure purchase incentives;
- Electric utility and utility regulator actions;
- Innovative financing for fleet conversions;
- Outreach and education;
- Economic equity, workforce development, and interagency coordination;
- Community air monitoring;
- Long-haul and community trucking infrastructure planning and deployment; and
- Areas for ongoing multi-state research and policy evaluation.
