The District Energy Security Plan

The District Energy Security Plan provides information on how the District in general, and DOEE in particular, will respond in case of an energy emergency, and promotes the resiliency of the District’s energy systems to reduce vulnerabilities. The plan also provides DOEE’s participation in promoting policies and programs that enhance  the District’s energy systems.

The plan addresses:

  1. The types of energy emergencies that can occur in the District;
  2. Who responds to an energy emergency;
  3. Plan of action when an energy emergency occurs; and
  4. Development related to critical infrastructure and promoting polices and program that enhance the resiliency of District Energy Systems.

Risk-Informed De-Energization and Resilient Re-Energization of Modern Distribution Systems 
Description
: Provides a risk-informed framework for strategic distribution-system de-energization and resilient re-energization to support the District’s Energy Security Plan, with emphasis on critical infrastructure, outage-risk mitigation, DER and microgrid coordination, restoration prioritization, and reliable recovery from extreme events and other grid disruptions. Operational Framework: Risk-Based Grid De-Energization and Resilient Service Restoration
Description
: An operational framework supporting the District Energy Security Plan by strengthening preparedness for, response to, and recovery from energy emergencies. It integrates hazard and vulnerability assessment, risk-informed de-energization decisions, critical-infrastructure prioritization, DER and distributed energy resource coordination, resilient re-energization and restoration sequencing, and governance to reduce energy-system vulnerabilities and strengthen the resilience of the District’s energy systems. See Resource Document >>
