RiverSmart Rewards Standard Application

The Standard Application is available for properties with green infrastructure that manages stormwater runoff from more than 2,000 square feet of impervious area.* This application is largely submitted by businesses and organizations. Most residential homes are not required to submit a Standard Application. If you believe you are eligible to submit a Simple Application, return to the RiverSmart Rewards homepage. 

*Note: even a property assessed as greater than 2,000 square feet of impervious area may still qualify to use the Simple Application. For example, if a property has 2,500 square feet of impervious area, but its green infrastructure only manages 1,500 square feet of stormwater runoff, this property could use the Simple Application. 

Submitting a Standard Application 

There are two ways to complete a Standard Application — one for sites with a Stormwater Management Plan (SWMP) and one for sites without a SWMP.  

For all standard applicants, you can reference DOEE’s Stormwater Management Guidebook for more information about stormwater retention and green infrastructure requirements. 

For sites with a Stormwater Management Plan  

For sites with a SWMP, applications should be submitted online through the Surface and Groundwater System (SGS).  

1. Submit a Self-Inspection Self-Reporting (SISR) form for each green infrastructure practice.

2. Once you have received a passing inspection, submit your RiverSmart Rewards application in the SGS.

For sites without a Stormwater Management Plan 

For sites without a SWMP, applications must be submitted via email or mail. Applications must include all components listed below to be considered complete. 

1. Application Form 

2. SISR forms for each green infrastructure practice (see below) 

3. Recent photos of each green infrastructure practice 

4. Copy of recent DC Water bill 

SISR forms for specific green infrastructure types: 

• Bioretention 
• Cistern 
• Green roof 
• Infiltration 
• Permeable pavement 
• Rain barrel 
• Trees
