The Energy Administration (EA) promotes affordable and clean energy in the District by improving the way our buildings use energy, how we use energy to move throughout the city, and the ways we generate and manage energy. As the District’s State Energy Office, EA develops energy-related policies and plans and coordinates the District Government’s work to achieve reliable, clean, and affordable energy.

EA houses three divisions: Building Performance, Clean Energy, and Energy Initiatives and Data. 

Building Performance Division (BPD)

The Building Performance Division oversees the District’s landmark programs focused on measuring and reducing the energy consumption of the building sector, including energy benchmarking for private and public buildings, and the Building Energy Performance Standards (BEPS) to drive energy performance in existing buildings. This Division also oversees the outreach, education, and development of a stronger workforce to help improve the efficiency of commercial buildings in the District.

BPD has two Branches: 

Operations and Enforcement Branch (OE) oversees the District’s landmark programs focused on measuring and reducing the energy consumption of the building sector, including energy benchmarking for private and public buildings, the Building Energy Performance Standards (BEPS), and District Appliance Efficiency Standards (DAES) to drive energy performance in existing buildings. This Branch focuses on creating technical guidance, providing compliance assistance, and administering the enforcement of these programs.   

Outreach, Engagement, and Capacity Building Branch (OEC) oversees the outreach, education, and development of a stronger workforce to help improve the efficiency of commercial buildings in the District. This Branch focuses on strategic engagement and capacity building to support the building industry and provide District residents with information and opportunities to participate in creating a more efficient building stock.   

Clean Energy Division (CED)

The Clean Energy Division ensures compliance with the provisions of the Clean Energy DC Omnibus Amendment Act of 2018, Renewable Portfolio Standard Expansion Amendment Act of 2016, as well as other District and federal laws and policies pertaining to the energy supply of the District. CED also develops and recommends energy policies, provides advice on current or future utility rate cases, coordinates the implementation of the District’s Clean Energy DC Plan, and drafts the District’s Energy Assurance Plan.

CED has two Branches: 

Clean Transportation and Infrastructure Branch (CTI) works at the intersection of clean transportation and energy. It implements the Transportation Electrification Roadmap and administers the Gas Station Advisory Board. It works with District and Federal agencies on programs and policies addressing clean transportation.. 

Resilient Energy Systems Branch (RES) administers the Solar for All Program, which aims to increase the amount of solar generated within the District, providing the benefits of locally-generated solar energy to low- to moderate- income households. It implements other programs and policies to ensure a resilient supply of energy to the District.  

Energy Initiatives and Data Division (EIDD)

The Energy Initiatives and Data Division (EIDD) seeks to achieve the District’s energy and climate goals by establishing and implementing new programs and initiatives; using data and research to inform and develop energy policy; seeking out and securing new funding; managing federal grant reporting and compliance; conducting evaluation, measurement, and verification of various energy efficiency and renewable energy programs; and ensuring compliance and alignment with the Healthy Homes and Residential Electrification Amendment Act of 2023, the Clean and Affordable Energy Act of 2008, the Climate Commitment Amendment Act of 2022, Clean Energy DC, Sustainable DC and Carbon Free DC. 

EIDD is comprised of two Branches: 

Energy Policy, Innovation, and Transformation Branch (EPIT) advances beneficial building energy efficiency and electrification, innovative electrification and energy systems policy, and related goals by leveraging the DC Sustainable Energy Utility contract, establishing new programs, seeking funding, and coordinating DOEE building energy initiatives. 

Research, Analysis, and Development Branch (RAD) is dedicated to leveraging data and research to shape decision making in the Energy Administration (EA) and impacting public policy more broadly. RAD aims to use data to improve, amplify, and optimize EA programs and identify new opportunities to achieve the goals and objectives outlined within Sustainable DC, Clean Energy DC, and Carbon Free DC.
