Watershed Implementation Plans (WIPs) are roadmaps for how the District of Columbia can achieve and maintain the Total Maximum Daily Load (TMDL) limits necessary to meet water quality standards for the District's streams and rivers. In other words, they are plans for actions that District government, the private sector and citizens plan to undertake to clean up the District's waters. The District has developed a Consolidated TMDL Implementation Plan that has been approved by the Environmental Protection Agency as it WIP for the Anacostia River and its tributaries, the Potomac River, Oxon Run, and Rock Creek and its tributaries.

Additionally the District, along with the six other states in the Chesapeake Bay Watershed, has developed Watershed Implementation Plans to meet pollution limits that support a healthy Chesapeake Bay.
