Watershed Implementation Plans - Chesapeake Bay

Overview

The Chesapeake Bay Total Maximum Daily Load (Bay TMDL) 'pollution diet' is based on Watershed Implementation Plans (WIPs) developed by the District and the six states in the Chesapeake Bay watershed to meet pollution limits that support a healthy Chesapeake Bay. The U.S. Environmental Protection Agency expects the District and states to refine their WIPs over multiple phases in order to better inform restoration efforts.

Phase III Watershed Implementation Plan

The District of Columbia’s Phase III Watershed Implementation Plan describes the actions the District and its partners are taking to reduce nitrogen, phosphorus, and sediment pollution to levels that will meet water quality goals in the Chesapeake Bay and improve the health of local rivers and streams.   

In developing the Phase III WIP, the District worked with key stakeholders who play a pivotal role in the efforts to support our local rivers and streams.  These partners included: 

Wastewater Treatment Plants 
Wastewater represents approximately 90% of the nutrient pollution load from the District to the Chesapeake Bay. DOEE worked with DC Water and EPA to ensure Phase III WIP commitments for wastewater treatment plants are consistent with Clean Water Act permit limits. 

Federal Agencies 
Federal land represents almost 30% of the land area in the District. DOEE set local planning goals for federal agencies and provided multiple trainings and technical assistance so that they could provide information for use in the District’s Phase III WIP.  

Partner Organizations 
DOEE also formed a Chesapeake Partner Advisory Group (C-PAG) comprised of organizations and stakeholders that help deliver programs to improve watershed health in the District. DOEE hosted a series of roundtable discussions with the C-PAG to inform WIP development:

Public Meetings 
DOEE hosted four Public Meetings to share the findings of the Draft Phase III WIP and presented it at 4 other community meetings during the public comment period (Presentation).
