Stormwater Retention Credit Trading Program

You can generate and sell Stormwater Retention Credits (SRCs) to earn revenue when you install new, voluntary green infrastructure (GI) or remove impervious surfaces in the District’s Municipal Separate Storm Sewer System (MS4) area. These projects can generate High-Impact SRCs because they reduce harmful stormwater runoff in the areas of DC that need this the most.

When you generate High-Impact SRCs, you can lock in a sale price by selling to DOEE through the SRC Price Lock Program, and you’ll still have the option to sell your SRCs in the open market to regulated properties that have stormwater management requirements.

DOEE offers several resources to help you get started. You can generate SRCs on your own property, or you can start an SRC-aggregating business to generate SRCs from multiple properties, often in partnership with other site owners.

You have flexible options to comply off-site with stormwater management requirements for your development project in the District. If you want to construct a larger building or more paved areas on your property, you can purchase High-Impact SRCs from GI projects at other sites in the District and use them to comply with part, or sometimes all, of your project’s stormwater requirements. Self-Generating

You may be able to generate SRCs from one site you own and use them to comply with an Off-Site Retention Volume (Offv) requirement for another site you own.
