Over the past 10 years, Clean Rivers Impervious Area Charge (CRIAC) rates have steadily increased to fund DC Water’s multibillion-dollar Clean Rivers Project—originally estimated at $2.7 billion and now projected to total approximately $3.5 billion. These charges support a federally mandated initiative to dramatically reduce combined sewer overflows into the Anacostia, Potomac, and Rock Creek waterways. The District acknowledges these rising costs have placed a burden on nonprofit organizations and many District households; relief programs are available for eligible residents and nonprofits.

CRIAC Residential Relief Program
- Customer Assistance Program Plus (CAP+) provides a discount on the first 600 cubic feet (4,488 gallons) of water and sewer services used each month. Eligible households will receive a 75% reduction in the monthly CRIAC fee and a Water Service Replacement Fee waiver. The monthly discount is approximately $134 a month.
- Customer Assistance Program (CAP1) provides a discount on the first 400 cubic feet (3,000 gallons) of water and sewer services used each month. Eligible households will receive a 75% reduction in the monthly CRIAC fee and a Water Service Replacement Fee waiver. The monthly discount is approximately $95 a month.
- Customer Assistance Program II (CAP2) provides a discount on the first 300 cubic feet (2,250 gallons) of water and sewer services used each month (with the exception of PILOT and ROW fees) and a 50% reduction in the monthly CRIAC fee. The monthly discount is approximately $62 a month.
- Customer Assistance Program III (CAP3) provides a discount of 75% off of the monthly CRIAC. The monthly discount is approximately $16 a month.
CRIAC Nonprofit Relief Program
- The Nonprofit Relief Program provides a discount to eligible nonprofits, significantly reducing their assessed CRIAC.
