Brownfield Development / Voluntary Cleanup Program (VCP) - A brownfield is a property where expansion or development is complicated by the presence of hazardous substances or contamination. The District’s brownfield program, known as the Voluntary Cleanup Program (VCP), incentivizes the voluntary cleanup of brownfields.
