Joint Base Anacostia-Bolling (JBAB) is a 905-acre military installation, located in Southeast D.C., situated between the Potomac and Anacostia rivers and Interstate 295, in the Anacostia and Congress Heights areas. JBAB was established in October 2010 as a result of the 2005 Base Realignment and Closure process, and is comprised of the former Naval Support Facility Anacostia, the former BAFB, and the Bellevue Housing Area. Because this investigation and related IRP documents pre-date the realignment of the former facilities, RI specifically focuses on the 607 acres comprising the former BAFB.
Installation Restoration Program (IRP) activities which are conducted under the authority of the Defense Environmental Restoration Program (DERP) have been conducted at BAFB since the late 1980s to identify, characterize, and clean-up releases from past contaminated material handling and previously accepted disposal operations. These past operations include motor vehicle and aircraft fueling and maintenance, chemical and material storage, and airfield facilities construction, operation and maintenance, and demolition.
Following environmental sites were established to address environmental impacts from the past industrial operations at the base.
- The Potomac River OU, designated as IRP Site SS-13, was established to address potential impacts to the Potomac River from past and current operations and IRP site-related conditions at BAFB.
Three phases of SS-13 RI activities have been conducted (Phase I-2008, Phase II-2009, and Phase III-2010) and include the Sentinel monitoring program, groundwater modeling, sediment sampling, conceptual model and ecological risk evaluation. A draft report was generated; however, the current status of this site is on hold pending completion of site-wide Remedial Investigation/Feasibility for JBAB.
- Site 8B, Southwest Corner Landfill Site (SCL) has been investigated since 1991 with Site Investigation followed by Remedial Investigation in 1995. Remediation of the site was completed in 1998 and included the excavation (to a depth of 3 feet) of “hot spots” of contaminated soil (e.g., petroleum hydrocarbons, benzo(a)pyrene), construction of an asphalt-covered parking lot over the southern portion of the site, and construction of a grass/soil cover (2 feet of compacted fill and topsoil) over the northern portion of the site. Long-term Monitoring of the site wells began in 1998 and is being continued to date.
- Site 1—Building 168 Crawlspace Building was constructed in the 1940s and has always been used as the National Naval Photographic Laboratory. Environmental Investigations with Remedial Investigation began in 1990 and completed in 1992. However, the report has not been finalized. The site is being considered for additional discussions with JBAB to determine the path forward.
- Site 2—Metro Fill Area and Waterfront Fill Area environmental investigations began in 1990 with Site Investigations followed by Remedial Investigations. The RI report was generated in 2011. However, the report has not been finalized. The site is being considered for additional discussions with JBAB to determine the path forward.
- Site 3—Athletic Fields (or softball fields) environmental investigations began in 1990 with Site Inspections. Based on studies completed, a Decision Document was submitted for DOEE review. However, the report has not been finalized. The site is being considered for additional discussions with JBAB to determine the path forward.
- Site wide Groundwater Characterization began in 1990s and continues to date to address data gaps using groundwater model and stratigraphic sequence to refine conceptual model for the site. Data generated from these investigations will be incorporated into Site-wide Remedial Investigation Report.
