During a period of market liberalization in the late 1990s and early 2000s, several countries and states within the US restructured their energy markets to unbundle utilities’ monopolies and make energy markets more competitive.

Major sources (of air pollutant emissions) in the District include power plants, heating plants and large printing facilities. Permits include conditions intended to minimize emissions of air pollutants and ensure proper operation of the regulated sources.
