Charles T. Satterfield II serves DOEE as the Deputy Director of the Utility Affordability Administration. Mr. Satterfield brings over two decades of experience managing multi‑million‑dollar federal grants and leading strategic organizational initiatives. Most recently, he served as a Senior Advisor in the Water Power Technologies Office, where he oversaw the office’s growing data needs, supported executive decision‑making on funding mechanisms, formalized project management policies, and served as Lead Project Officer. Previously, he was a Technical Project Officer U.S. Department of Energy’s (DOE) Weatherization and Intergovernmental Programs Office, managing competitive State Energy Program awards and providing technical assistance to states and local governments. Before joining DOE, he served as Grant Administrator for the SEP formula grant in the DC Department of Energy and Environment’s State Energy Office, overseeing programs focused on energy efficiency, demand response, grid infrastructure, and energy resilience. He holds an M.A. in Organizational Communications and a B.S. in Communications (Public Relations).
