- Notice of Proposed Rulemaking—Revision to Volatile Organic Compound Emissions Standards for Consumer Products and Technical Corrections
Notice is hereby given that the proposed rulemaking, Revision to Volatile Organic Compound ("VOC") Emissions Standards for Consumer Products and Technical Corrections, was published in the DC Register on August 28, 2026. This proposal strengthens limits on VOCs in consumer products sold or manufactured for sale in the District of Columbia ("District"), reducing pollutants that contribute to ozone and pose direct health risks. It incorporates the Ozone Transport Commission's 2010 Phase III and 2012 Phase IV Consumer Product model rules already adopted by several neighboring states. Notice is hereby given of a public hearing and public comment period on the District of Columbia's ("District") proposed documents: Maintenance Plan for the Washington DC-MD-VA 2015 Ozone NAAQS Nonattainment Area and Redesignation Request for the Washington DC-MD-VA 2015 Ozone NAAQS Moderate Nonattainment Area. This notice was published in the D.C. Register on Friday, August 21, 2026. A public hearing will be held on Tuesday, September 22, 2026, at 5:30 pm via teleconference. After the hearing and comment period, both documents will be submitted to the United States Environmental Protection Agency for approval as a revision to the District's State Implementation Plan at 40 CFR Part 52 Subpart J, pursuant to § 107 of the federal Clean Air Act.
