Pursuant to the Fiscal Year 2017 Budget Support Act of 2016, (D.C. Law 21-0160), Council directed DOEE to issue a competitive grant to conduct a comparative study of recent electric utility municipalization efforts, as well as the innovative practices of leading utilities across the country.
