NOTICE OF ISSUANCE OF A REQUEST FOR PROPOSALS
District of Columbia Sustainable Energy Utility Contractor

Notice is hereby given that the Mayor, by and through the Department of Energy and Environment (the Department), is issuing a Request for Proposals (RFP) for the District of Columbia Sustainable Energy Utility (DCSEU) Contractor in accordance with section 201 of the Clean and Affordable Energy Act of 2008, (CAEA, D.C. Law 17-250; D.C. Official Code, § 8-1774.01).
In 2008, the Council of the District of Columbia enacted the CAEA, which established the Sustainable Energy Trust Fund and created the DCSEU, operated by a private company under contract to the Department. The DCSEU is statutorily responsible for administering sustainable energy programs in the District to, at a minimum:
- Reduce energy consumption in the District of Columbia.
- Increase renewable energy generating capacity in the District of Columbia.
- Improve the energy efficiency and renewable energy generating capacity of low-income housing, shelters, clinics, or other buildings serving low-income residents in the District.
- Increase the number of green-collar jobs in the District of Columbia.

Write a letter to the Department at 1200 First Street NE, 5th Floor, Washington, DC 20002, with “Attn: Request copy of DCSEU 2016 RFP” on the outside of the letter.
A pre-proposal conference will be hosted on March 7, 2016, at 10:00-12:00pm, Eastern Standard Time, at DOEE headquarters, 1200 First Street, NE, 5th Floor, Washington, DC 20002. The call-in number is 1-877-730-3868, and the conference code is 7706597.

The deadline for questions on the RFP is March 11, 2016. All answers to questions will be posted by March 18, 2016.
The Department appreciates the time, insight, and expertise that goes into submitting responses and is committed to carefully considering all of the proposals it receives. Interested persons should submit responses to the RFP consistent with the directions in Section L.2.2 of the RFP. All responses must be submitted by 5:00 PM, Eastern Standard Time, on Monday, April 18, 2016.
NOTICE OF AN AMENDED REQUEST FOR PROPOSALS:
Notice is hereby given that the Mayor, by and through the Department of Energy and Environment (the Department) is amending the Request for Proposals (RFP) for the District of Columbia Sustainable Energy Utility (DCSEU), originally issued on February 19, 2016 (63 D.C. Reg. 2030 (2016)), in accordance with section 201 of the Clean and Affordable Energy Act of 2008, (D.C. Law 17-250; D.C. Official Code, § 8-1773.01 et seq.) (CAEA). The amendments extend the deadline for response to the RFP until 5:00 pm EST on Monday April 18, 2016 and add additional requirements and evaluation criteria for responses to the RFP. Additionally, the Department has received several questions regarding the RFP, and has posted its responses on the Department’s website, in the same document as the amendments to the RFP. All documents can be downloaded below.
