Notice of Funding Availability - DCA Airplane Noise Assessment FY18

DOEE seeks eligible entities for conducting an independent assessment of the impact of aircraft noise from arriving and departing airplanes at the Ronald Reagan Washington National Airport (DCA) on District communities due to NextGen implementation and to identify potential improvements to existing noise abatement programs. The amount available for the project is approximately $135,000. The deadline for application submissions is Monday, February 12, 2018 at 4:30 p.m

Q1.Does Section (e) Applicant’s Current Fiscal Year Budget: require us to submit a companywide budget for the Fiscal Year? Or a project budget specific to the above-mentioned RFA?
A1.Section (e) Applicant’s Current Fiscal Year Budget: requires the applicant to submit a project budget specific to the RFA.

Q2.As part of the above-mentioned RFA, we would like to inquire about process of obtaining a “Certificate of Good Standing”. Will the same exception be made for this submission as it was in 2016? “Compliance with the business license requirements can be deferred until the preferred applicant is selected.”
A2.Section 3.4(a) “Certificate of Good Standing”, states that applicants must obtain a business license upon submission of an application. However, due to the complexity and cost associated with obtaining the Business License and Certificate, DOEE will require the applicant to state in its application that it will secure the required documents. DOEE will still require the proper license in advance of awarding a grant.
