Enabling DER Aggregation, Market Participation, Interoperability, and Utility Coordination at Scale: A Regulatory Roadmap for VPP Integration within DC’s Grid Modernization, Clean Energy, and Resilience Framework
Enabling DER Aggregation, Market Participation, Interoperability, and Utility Coordination at Scale: A Regulatory Roadmap for VPP Integration within DC’s Grid Modernization, Clean Energy, and Resilience Framework
Presented at the 2026 Clean Energy States Alliance (CESA) Members Meeting, this presentation examines regulatory and policy considerations for integrating Virtual Power Plants (VPPs) into the District’s broader grid modernization framework. It explores pathways for enabling DER aggregation and market participation under FERC Order 2222, with a focus on interconnection, customer data access, interoperability, utility-aggregator coordination, communications, metering, dispatch, and dual participation. The presentation also considers how VPP implementation can support the District’s clean energy, resilience, affordability, and grid modernization objectives.
