Notice of Funding Availability - Anacostia River Sediment Project Document Review

DOEE seeks applications from nonprofit organizations interested in technical support to improve their and the public's understanding of technical reports, site conditions, and DOEE's cleanup proposal and decision for the Anacostia River Sediment Project. The amount available for the project is approximately $50,000. The deadline for application submissions is January 23, 2018 at 4:30pm.

Questions & Answers

Q1. We are not currently registered in the System for Award Management.  Do we need to do this to complete the application?
A1. This project is not funded with federal funds. Therefore, there is no need to register in the System for Award Management.

Q2. Does the “reimbursement” nature of this grant mean that an awardee must pay a consultant out of other funds and then forward an invoice to DOEE for reimbursement – or may a consultant agree to defer payment until after an invoice for work performed is approved or denied by DOEE?
A2. The RFA indicates in Section 6.2. that: “DOEE will reimburse the Grantee only for expenditures incurred to perform work under the grant. In limited cases, DOEE may advance funds at the beginning of the grant period for good cause approved by DOEE at its sole discretion. If the Applicant seeks an advance payment, it must request such payment in its proposal and explain why an advance payment is being requested.” For further information, please review DOEE’s Advance Payment Policy and Procedures.
