This act expands the District’s ban on coal tar pavement sealants to include products containing ethylene cracker residue and products with high concentrations of polcyclic aromatic hydrocarbons (PAHs). High-PAH products are defined as sealants containing more than 0.1% PAHs by weight. The act also allows the Mayor to issue a list of compliant products deemed low-PAH.
