David Dickman, General Counsel
David Dickman is an attorney with experience with the federal and District governments, and in the private sector. He has extensive experience in dealing with international, criminal, civil, and administrative law issues. Since 2016, he has served as the general counsel for DOEE and oversees a staff of attorneys that handle all environmental, energy, administrative, and general law issues for the Department.
Prior to joining DOEE, Mr. Dickman worked in private practice with the firm of Venable LLP in Washington, D.C., representing U.S. and international clients on maritime environmental, marine and port safety and security, marine and hazardous materials transportation, and maritime law enforcement issues. He was listed by Chambers USA as one of the top maritime transportation attorneys in the U.S. for several years.
Prior to entering private practice, he served 24 years on active duty with the U.S. Coast Guard, serving as both an operational line officer and then as a Coast Guard JAG Officer. As a JAG Officer, Mr. Dickman served as legal advisor at Coast Guard Districts and Coast Guard Headquarters on matters related to marine pollution and marine safety and security, including serving as a member of U.S. delegations to international treaty organizations and working with the U.S. Department of Justice and U.S. Attorney Offices on several high-profile litigation matters involving the marine industry. He also litigated several courts-martial as both a trial attorney and defense attorney. During his time with the Coast Guard, he received the Coast Guard Meritorious Service Medal, the Coast Guard Commendation Medal, and the Coast Guard Achievement Medal in recognition of his work.
