Level 1: Stormwater Management General Compliance

This training series provides a comprehensive overview of DOEE’s stormwater management requirements for major development. This series will discuss how projects trigger stormwater requirements, how to calculate a project’s requirement, design specification highlights for each allowable stormwater best management practice (BMP), and special rules for projects doing work in the public-right-of-way (PROW).

Plan Review Process Overview

This training provides an overview of the administrative processes involved in submitting a stormwater management plan to DOEE, obtaining approval, constructing the plan with ongoing DOEE inspections, and maintaining any post-construction stormwater obligations. This training is typically viewed with the “Level 1 – Stormwater Management General Compliance” series, but also may be viewed as a standalone presentation.

Level 2: Best Plan Submission Practices

This training series discusses how DOEE reviews stormwater management, erosion and sediment control, and Green Area Ratio plans. This series focuses on information DOEE plan reviewers are checking, how to avoid common comments and errors, and provide examples of good plan submissions. This training is best viewed after watching the training series “Level 1: Stormwater Management General Compliance” or if you are a design professional who already has experience submitting plans to DOEE.

Generation and Certification of Stormwater Retention Credits (SRCs)

This training includes an overview of the District’s stormwater regulations, Stormwater Retention Credit (SRC) Trading Program, Off-site Retention Volume (Offv) compliance, the SRC Price Lock Program, and submitting SRC applications online through the Surface and Groundwater System (SGS).

Using the Surface and Groundwater System (formerly Stormwater Database)

This training includes an overview of the Surface and Groundwater System (SGS); how to enter Stormwater Management Plans (SWMPs), Erosion and Sediment Control (ESC) Plans, and Green Area Ratio (GAR) Plans for DOEE review; how to use the agents and staff functions, and participation in the SRC and RiverSmart Rewards programs.
