Stream Restoration Monitoring (RFA 2014-1405-WPD)
The District of Columbia District Department of the Environment (“DDOE”) is seeking nonprofit organizations, educational institutions, and universities to assess stream health before and after stream restoration. The amount available for the project in this RFA is approximately $50,000. This amount is subject to continuing availability of funding and approval by the appropriate agencies.

The deadline for application submissions is April 4, 2014, at 4:30 p.m. Five hard copies must be submitted to the above address and a complete electronic copy must be e-mailed to [email protected].

Questions & Answers:
Q: Regarding RFA#1405, under section 5 (Filing requirements) the first requirement is a certificate of good standing issued within 60 days. We receive a biennial certificate from the District that has been acceptable for past grants. Can we still use this document?
A: DDOE will accept from applicants all current Certificates of Good Standing.

Q: A potential applicant proposed changes to the Applicant’s Promises, Certifications and Assurances required as part of the Grant Application (“PCA”).
A: Regarding the proposed changes to the application’s “Promises, Certifications and Assurances” (PCA), DDOE has carefully considered the proposal. It cannot agree to the changes as a matter of course. DDOE is willing to discuss resolving ambiguities with a successful applicant if notification of the need for resolution occurs (1) after notification that the applicant has won an award, and (2) before the award is accepted.
