Energy Assistance is Available for Low-Income DC Residents

Annual Joint Utility Discount Day is Friday, September 3rd

Washington, DC – Mayor Adrian M. Fenty is inviting All low-income DC residents to attend the annual Joint Utility Discount Day (JUDD) on Friday, September 3rd, to apply for help with their energy bills. Starting at 8am through 7pm, eligible residents should come to the DC Convention Center, Hall D, to apply for a one time per heating season payment towards their energy bill. Applicants can also request utility discounts on their electric, natural gas, water and telephone rates, apply for Weatherization measures for their homes and receive an energy efficient light bulb. A variety of vendors will be there providing information on their energy services and programs.

Mayor Fenty attended last year greeting many of the over 6,000 residents who attended. The Mayor said, “With today’s economy, we are grateful for the opportunity to help our most needy residents.” “Those who apply today will have the first opportunity to get the assistance.”

The District Department of the Environment (DDOE) is one of several partners who sponsors the annual application day. The DDOE operates the federally funded Low Income Home Energy Assistance Program (LIHEAP) which provides the heating assistance; the Weatherization Assistance Program for energy efficient installations and administers the Utility Discounts funded by the utility companies. For FY 11 the DDOE is anticipating a total of $16.7 million from the US HHS, local funding and the Sustainable Energy Trust Fund (utility surcharge) to support the LIHEAP. The DDOE Director Christophe Tulou said, “JUDD is a major undertaking that we plan for a year in advance. We join our utility and government partners to organize several hundred volunteers to stand ready to accept applications for the numerous energy services that are available. We are proud to be one of a few states that offer a one stop shop type of energy service to our residents”.

Eligibility depends on income and family size. (Please see the attached Federal Income Guidelines). To apply, applicants must have proof of household income, most recent utility bills, picture ID and proof if the service has been disconnected.
