Notice of Funding Availability - DCA Airplane Noise Assessment

DOEE seeks eligible entities to help the District better understand the impacts of airplane noise on District communities due to NextGen implementation and identify potential improvements to existing noise abatement programs. The amount available for the project is approximately $260,000.00. This amount is subject to availability of funding and approval by the appropriate agencies.

Beginning October 7, 2016, the full text of the Request for Applications (RFA) will be available on the Department’s website. A person may obtain a copy of this RFA by any of the following means:

The deadline for application submissions is November 10, 2016, at 4:30 p.m.  Five hard copies must be submitted to the above address and a complete electronic copy must be e-mailed to [email protected].

Questions & Answers

Q: The “Summary of Available Files” includes “FAA FOIA (2006 to June 2016 National Offload Program data, w/actual flight paths into and out of DCA):” to include “Disk 3, Offload tracks from 2013, 2014, 2015, 2016”.  The NOP files are known to vary in format and content among various airports and years throughout the U.S.  Some are more easily addressed than others.  In order to prepare the most cost-effective proposal possible, we request a sample of one NOP file for 2015.
A: Please email [email protected] for a copy of Appendix 6, which includes two files from Disk 1 (2007) and two files from Disk 3 (2015).

 

Q:  Your RFA, Section 3.4(a) “Certificate of Good Standing”, states that applicants must obtain a business license upon submission of an application.  Due to the complexity and cost associated with obtaining the Business License and Certificate can this requirement be deferred until the selection process is made? 
A: Yes.  DOEE interprets this section as requiring the license/certification BEFORE WE AWARD A GRANT. However, we do require the applicant to state in its application that it will secure, upon an award, the required documents.  This statement must appear in the application.
 

Q: For a possible portion of our proposed work, we may investigate past airplane operations over the City.  Would the City provide such historical records, specifically Airport Noise Monitoring and Management (ANOMS) data?  If so, for what time periods?  If not, do we have permission to pursue this information directly from the Metropolitan Washington Airports Authority? This information is important in proposing our work plan and schedule.
A: Yes, DOEE will provide some historical records of airplane operations.  Available data, including approximate time periods of the data, is summarized in Appendix 5 - DC Airplane Noise Assessment Data .  If necessary, additional data can be pursued by the grantee, on DOEE’s behalf, directly from data sources.
