RFA for Greening the Fleet

DDOE seeks eligible entities, as defined below, for its Greening the Fleet project. The purpose of Greening the Fleet is to develop an inventory of current vehicles and create a comprehensive suite of strategies to help guide large fleets in the District toward greater fuel efficiency and lower air emissions through the adoption of cleaner vehicles. Fleets examined under this project will include District government, federal government, WMATA, universities, and many private fleets (such as taxis, UPS, FedEx, Car2Go, Peapod). DDOE plans to disseminate project outputs in a manner that encourages fleet vehicle switch-outs through policies, programs, incentives, and new purchasing strategies, that result in cleaner air, an improved quality of life, and substantially exceed federal vehicle standards. 

Three quarters of the air pollution generated within the District comes from the transportation sector; and vehicles generate 21% of the greenhouse gas emissions in the District. Poor air quality and the resultant negative health and environmental impacts can be directly attributed to the number and type of internal combustion engine-powered vehicles that operate in the city. Greening the District’s fleets will improve air quality in the short term, reduce greenhouse gas emissions, improve health and reduce chronic illnesses, improve the resiliency of the transportation sector through fuel diversification, and help fleet managers save on maintenance and fuel costs.

The amount available for the project in this RFA is approximately $150,000.00. This amount is subject to continuing availability of funding and approval by the appropriate agencies.

The deadline for application submissions is 8/10/2015, at 4:30 p.m.  Five hard copies must be submitted to the above address and a complete electronic copy must be e-mailed to [email protected].

Eligibility: All the checked institutions below may apply for these grants:

-Nonprofit organizations, including those with IRS 501(c)(3) or 501(c)(4) determinations;
-Faith-based organizations;
-Government agencies;
-Universities/educational institutions; and
-Private Enterprises.

Questions and Answers:

Q1: The applicant has offices located in a DC government owned building. The applicant does not have a certificate of insurance. Is one required given that the applicant is housed in a DC government owned facility?
A1: All applicants are required to submit a certificate of insurance.

Q2: Is the applicant required to sign and submit Applicant's Promises, Certifications, and Assurances as part of the application?
A2: Yes. All applicants are required to sign and submit the Promises, Certifications, and Assurances.

Q3: If the stated limit of the project description is 15 doubled spaced pages, may charts and graphs be used to provide important application information without violating this limitation?
A3: Charts and graphs, and other complementary information, may be placed in an appendix outside of the 15-page project description.

Q4: What is the rationale behind the following required documents for applicants?

  • (e) Applicant’s current fiscal year budget
    The Applicant must submit its full budget, including projected income, for the organization’s current fiscal year, using a format at least as detailed as that presented in Appendix 2. Also, the Applicant should submit a comparison of budgeted versus actual income and expenses to date.
  • (f) Applicant’s financial statements
    If the Applicant has undergone an audit, it must provide the most recent audited financial statements. If audited financial statements are not available, the Applicant must provide its most recent complete year’s unaudited financial statements.
