DOEE seeks to identify collaborative partners for the federal fiscal year 2017 grant application to the United States Environmental Protection Agency (EPA), Clean Water State Revolving Fund (SRF) (CFDA#66.418). Proposals are requested for projects that will provide a water quality benefit for District waters through the construction and/or retrofit of stormwater green infrastructure; the restoration and/or creation of stream, wetland, and riparian habitat; or treatment works projects. Treatment Works Projects are defined in Section 212 of 33 U.S.C 1292, and can include projects related to stormwater management and pollution prevention.
The product of this RFA will be an updated Project Priority List (PPL). The PPL identifies potential projects which have been determined to be eligible for SRF funding. DOEE uses this list to identify projects that are both ready to be implemented and likely to bring the greatest water quality benefit for the cost. DOEE then proposes funding them in the District’s annual application to EPA for SRF funding.
DOEE’s FY17 SRF application to EPA will request up to approximately $7,000,000 in funding. The Department has made no determination regarding the number of projects that will be funded. Projects that are ultimately selected for construction are funded at a 55% Federal grant share. The partner must provide 45% of the selected project’s cost from non-Federal sources.

The deadline for proposal submissions is Friday, April 29, 2016 at 5:00 P.M. Five hard copies of the application must be submitted to the address above. In addition, a complete electronic copy of the proposal must be emailed to [email protected].
A pre-proposal meeting will be held on March 21, 2016, at 1:30 p.m. at 1200 First Street N.E. Please meet in the DOEE 5th floor reception area.
Eligibility: The bulleted list of institutions below may apply for these grants:
- nonprofit organizations, including those with IRS 501(c)(3) or 501(c)(4) determinations;
- Faith-based organizations;
- Government agencies
- Universities/educational institutions; and
- Private Enterprises.
