For a residence in the District, if DC Water’s Lead Map shows that the private portion of the service pipe is lead, galvanized, or brass, and the public portion is not, the residential property owner is eligible for the Lead Pipe Replacement Assistance Program (LPRAP).
All homeowners currently enrolled in LPRAP will receive a 100% discount on their private service line replacement.
How is the 100% discount applied?
Every homeowner with partial service qualifies for Standard Assistance, where they will receive a 50% discount for their replacement up to $2,500 from DOEE. Costs above $2,500 were previously the homeowner’s responsibility, these costs are currently covered by DC Water using Bipartisan Infrastructure Law (BIL) funding.

Income Limit Guidelines for FY24 (October 1, 2023 - September 30, 2024)
Income thresholds for eligibility:
- $106,500 for 1 person household
- $121,700 for 2 person household
- $136,900 for 3 person household
- $152,100 for 4 person household
- $164,300 for 5 person household
- $176,400 for 6 person household
- $188,600 for 7 person household
- $200,800 for 8 person household
Note: There are no income limits for standard assistance.
How do I apply?
To determine if your household is eligible for LPRAP, search your address. If your private side pipes are lead, galvanized, or brass but the public spaces pipes are not, you are eligible for this program.
You can apply online, by email, or through mail:

- Email your application and documentation to [email protected]
- Mail your LPRAP Application to DOEE, Attn: Lead Pipe Replacement Assistance Program, 1200 First Street NE, 5th Floor, Washington DC 20002.
The following documents must be submitted with the application in order to be considered:
- Household’s most recent DC Water bill;
- Property owner’s photo identification;
- Proof of property ownership; and
- Proof of income for each member of the household (if seeking approval for the income-eligible program).
What are the next steps in the process?
- After a Homeowner submits an application with the required documentation, DOEE will process the application and assign an assistance level based on the applicant’s household size and income.
- DOEE will then notify the Homeowner of the assistance level for which they have been approved and send the applicant DC Water’s Contractor List.
- The Homeowner will choose a contractor from the Contractor List to perform the replacement.
- The chosen contractor will then submit a Cost Proposal, with the Homeowner’s signature, to DC Water for review.
- Once DC Water recommends approval for the Cost Proposal, DOEE will send the Homeowner a Benefit Confirmation Letter detailing the next steps.
NOTE: This is not a reimbursement program. DO NOT START WORK until your application has been approved and you have received a Benefit Confirmation Letter. DO NOT pay a deposit to the contractor.
Is there a contractor list?
To be eligible for LPRAP Homeowners are required to use a contractor from DC Water’s Approved Contractor List. This list is updated on an annual basis, and the most recent version can be found here: DC Water's FY24 LPRAP Approved Contractor List.
