The Civil Infractions: Schedule of Fines was finalized on August 15, 2014 and applies to violations of the District’s Childhood Lead Screening Amendment Act of 2006, as amended, and to the Lead-Hazard Prevention and Elimination Act of 2008, as amended, and its implementing regulations. The Lead and Healthy Housing Division assesses civil infraction fines by issuing a Notice of Infraction (NOI). NOIs may be issued as an alternative to the civil penalties authorized under D.C. Official Code §§ 8-231.15 and 7-871.05, and in addition to LHHD’s other enforcement mechanisms including, but not limited to, Notices of Violation (NOV), Orders to Eliminate Lead-Based Hazards, Notices of Suspension, Revocation, or Denial of a Certification, and Cease and Desist Orders.
