Current Progress at the Site

Under the federal Government Performance and Results Act (GPRA), USEPA Region 3 has classified this facility as a medium-priority RCRA corrective action site. On August 19, 2003, the Naval Research Laboratory (NRL) agreed to participate in the Region 3=s Facility Lead Corrective Action (FLCA) program. The terms of this participation are outlined in a Facility Lead Agreement (FLA) * In fulfillment of the FLA, NRL is currently drafting a RCRA Facility Investigation (RFI) work plan. The RFI work plan will outline additional investigation work necessary to meet RCRA Corrective Action requirements at the facility. Several investigations and actions have already taken place at the site.

Site Description

The NRL facility is the primary all-purpose research laboratory for the US Navy located on approximately 129 acres along the eastern bank of the Potomac River, in southwestern Washington, DC. The NRL is a research and development facility; no manufacturing processes are conducted on site. A portion of NRL formerly operated as an Annex of the Naval Gun Factory and was used principally for storage of materials from the operations being conducted at the Washington Navy Yard.

Cleanup Indicators

Under the Government Performance and Results Act (GPRA), EPA has set national goals to address RCRA Corrective Action facilities by the year 2005. NRL is one of EPA Region III=s medium priority facilities and falls under this mandate. EPA is evaluating two key indicators: (1) Current Human Exposures Under Control, and (2) Migration of Contaminated Groundwater Under Control. The current status of these Environmental Indicators for this facility is as follows:

Human Exposures Controlled Determination:   Additional information is needed to determine if Human Exposures are controlled.
Release to Groundwater Controlled Determination:  Additional information is needed to determine if Groundwater Releases are controlled.

Site Responsiblity

RCRA Corrective Action activities at the facility are being conducted under the overall direction of EPA. To date, site assessment and removal activities have been conducted voluntarily at the facility.
