VCP Frequently Asked Questions

Who is eligible to participate?

A property owner, developer or other entity that did not cause or contribute to the contamination but wishes to clean the property to established standards.

What property is eligible?

Any brownfield or site contaminated by hazardous substances that is not listed on the U.S. Environmental Protection Agency’s National Priority List, and is not the subject of a current cleanup action by the Environmental Protection Agency or the Environmental Health Administration.

How can I get into VCP?

Submit a completed application, a completed Phase I site assessment and the application fee.

What is the application fee?

The application fee is $10,000.00.

Where can I get an application?

Contact the Voluntary Cleanup Program.

How do I find an eligible site?

District agencies such as the Office of Planning, the Department of Housing and Community Development, the Office of the Deputy Mayor for Planning and Economic Development, and the Brownfields Program have lists of properties that might qualify for VCP. You may also request an eligibility determination as a part of the application process.
