Pinehurst Stream Restoration Project

DOEE and the National Park Service (NPS) are evaluating conditions along approximately 1.3 miles of the Pinehurst Branch, from the Maryland-District line to its confluence with Rock Creek. The surrounding 619‑acre watershed is highly developed, with extensive impervious surfaces and limited stormwater controls, which have contributed to streambank erosion, sediment delivery to Rock Creek, and exposure of sanitary and stormwater infrastructure.

As part of the environmental review process, DOEE and NPS will consider a range of potential approaches to better understand how different options could address stream stability, water quality, habitat conditions, and the protection of public infrastructure. Action alternatives under consideration may evaluate opportunities to enhance wetlands, support wildlife habitat (including habitat for Species of Greatest Conservation Need such as the endangered Northern long‑eared bat), and improve trail conditions and visitor experience within Pinehurst Branch Parkway Park.

All reasonable alternatives will be analyzed for their potential environmental effects, benefits, and tradeoffs. If an action alternative is selected following the National Environmental Policy Act (NEPA) process, DOEE and NPS will seek to minimize impacts to the forested stream corridor while considering climate resilience, hydrology, water quality, and public access.

The effort is currently in the early planning and data-collection phase. Information gathered during this stage as well as public comments at future planning meetings and online public comment periods will help develop an Environmental Assessment (EA), which will evaluate several alternatives, including a No Action Alternative. Final decisions will not be made until the NEPA analysis is complete and the public has had an opportunity to review and provide input.
