Lead Service Line Planning Task Force Meetings

Please find here the interagency plan for the removal and replacement of all lead water service lines by 2030 as required by § 34–2162, Lead Service Line Planning Task Force Establishment. In addition, please find redlined and clean versions of a legislative comparison chart as well as draft legislative language. The Lead Service Line Planning Task Force will be holding two public hearing sessions on July 28, 2022, and written comments can be submitted to [email protected].

The Lead Service Line Planning Task Force was established in October 2021 to develop a plan for the removal and replacement of all lead water service lines in the District by 2030 (DC Code § 34-2162). The Task Force is required to submit the plan to the Mayor, Council, and Chairperson of the DC Water Board of Directors by September 9th, 2022.

The plan shall include:

  1. An account of the role of each District agency, including agencies not part of the Task Force, in the removal and replacement of all lead water service lines by 2030;
  2. An account of identified barriers to the District removing and replacing all lead water services lines by 2030, and proposed solutions to reduce or eliminate those barriers;
  3. An account of opportunities for interagency coordination or cooperation to accelerate or improve the efficiency and cost-effectiveness of lead water service line replacements;
  4. An interagency spending proposal;
  5. Recommended changes or clarifications to DC Water's Lead Service Line Replacement Plan, released on June 14, 2021;
  6. A list of potential funding sources to support lead water service line replacements; and
  7. A list of legislative, regulatory, and policy changes to complete and fund lead line replacement work by 2030 effectively and efficiently, including draft language, when appropriate.

The Task Force consists of six members:

  • the Director of the Department of Energy and Environment (DOEE), or designee;
  • the General Manager of DC Water, or designee;
  • the Director of the District Department of Transportation (DDOT), or designee;
  • one representative appointed by the Chairperson of the Council committee with oversight of DC Water; and;
  • one representative appointed by the Chairperson of the Council committee with oversight of DOEE.
