Weatherization Assistance Program (WAP)

Notice: As of October 1, 2023, DOEE’s Residential Services Department (RSD) Lead Reduction Program (LRP) is on hold until further notice. We are actively accepting applications for the Lead Reduction Program for placement on the respective program waiting lists.

The Weatherization Assistance Program (WAP) uses U.S. Department of Energy and Department of Health and Human Services funds to provide low-income District residents with technical and financial assistance to help reduce their energy bills by making their homes more energy efficient.

WAP performs energy audits and installs audit-recommended energy efficiency measures and water conservation measures to help families maintain energy-efficient, safe, and healthy homes. WAP is administered through selected community-based organizations and non-profits that hire local contractors to install the measures recommended by the energy audit.

Typical weatherization measures may include insulation, duct sealing, heating, and cooling systems repairs or replacement, air infiltration mitigation, roof repair, mold remediation, and installing ENERGY STAR lighting and appliances.

Who is eligible?

To be eligible for WAP, residential properties must:

  • Be occupied by income-eligible households; and
  • NOT be in foreclosure, pending redevelopment, or intended to be sold.

To be eligible for the Weatherization Assistance Program, households must have:

  • An annual income below 60% State Median Income (SMI), or
  • At least one household member receiving Temporary Assistance for Needy Families (TANF) or Supplemental Security Income (SSI) benefits.

For multifamily dwellings with:

  • 2-4 units, at least 50% of the households must be eligible, and
  • 5+ units, at least 66% of the households must be eligible.

Income Guidelines for FY24 (October 1, 2023 - September 30, 2024)

Income thresholds for eligibility:
  - $49,814 for 1 person household
  - $65,141 for 2 person household
  - $80,469 for 3 person household
  - $95,797 for 4 person household
  - $111,124 for 5 person household
  - $126,452 for 6 person household
  - $129,325 for 7 person household
  - $132,199 for 8 person household

What documents do I need to apply?

Submit copies of the following documents to [email protected]:

  • Signed and completed Low Income Home Energy Assistance Program (LIHEAP) Application,
  • Government-issued photo ID for head of household,
  • Social Security card for each household member,
  • Proof of income for each household member,
  • Most recent utility bills (gas, water, oil, and/or electric),
  • Signed and completed EMS-LRP-WAP Application,
  • Most recent bank statement (checking and savings),
  • Most recent mortgage statement or copy of the deed to verify homeownership, and
  • Proof of homeowner's or renter's insurance.

What happens next?

  1. After you submit an application with the required documentation, DOEE will process the application.
  2. If you are eligible, DOEE will contact you to schedule a time to check out your home to develop a list of projects to make your home safer and more energy efficient.
  3. DOEE will assign you to a nonprofit that will arrange for the contractor(s) to do the work within 21 days based on funding availability and contractor capacity.
  4. The contractor(s) will notify the nonprofit when work is completed.
  5. The nonprofit, DOEE, and if applicable the Department of Buildings will inspect the work to make sure it was completed correctly.
  6. The nonprofit will pay the contractor(s) directly when the work passes inspection.
