Stormwater Retention Credit (SRC) prices are privately negotiated and DOEE does not set a market price. However, the In-Lieu Fee (ILF) has the effect of creating a price ceiling in the SRC market. DOEE has also effectively created a price floor for new, voluntary GI in the MS4 through the SRC Price Lock Program.
Once you negotiate an SRC purchase on the market, the seller should submit an Application to Transfer SRC Ownership through the DOEE Surface and Groundwater System.
